The Philippine College of Criminology (PCCR) proudly welcomes new leaders who will strengthen its academic excellence and institutional growth. Joining the management team are five accomplished professionals whose experience and vision align with PCCR’s mission to shape future leaders in criminal justice and public safety.

Atty. Joaquin R. Alva, Ph.D. – Dean of the Graduate School 

Atty. Alva is a retired Police Brigadier General, lawyer, and educator with decades of experience in law enforcement, legal affairs, and academic leadership. He earned his Ph.D. in Criminology summa cum laude from PCCR (2017), where he also completed his BS Criminology (1988). He holds a Juris Doctor degree, a Master’s in Public Administration, and a bachelor’s degree in Public Safety from the Philippine National Police Academy, graduating Top 9 in his class. 

Over a decorated career in government service, he held numerous leadership roles in the Philippine National Police, including Deputy Director of PNPA, Deputy Chief of Directorate for Investigation and Detective Management, Chief of Staff of the PNP Legal Service, and Chief of Police of Mandaluyong City. He also held leadership roles in the Criminal Investigation and Detection Group and Manila Police District intelligence units. 

His key areas of expertise include legal drafting, criminal investigation, criminological research, academic leadership, and organizational governance. Atty. Alva holds multiple professional eligibilities, including the Philippine Bar, Police Executive Service Eligibility, and Career Service Professional Eligibility, underscoring his breadth of competence across the legal and public safety sectors.

 

Dr. Antonio C. Paulite – Dean of the College of Criminal Justice 

Dr. Paulite is a seasoned criminologist, educator, and retired Police Colonel with over 30 years of experience in law enforcement, academic leadership, and public service. He holds degrees in Criminology, Public Administration, and Criminal Justice, and earned his Ph.D. in Criminology from PCCR. 

He has served in key academic roles across colleges in Metro Manila and Rizal, and held major positions in the PNP, including District Director, Deputy Regional Director for Internal Affairs in NCR, and Provincial Superintendent in Rizal. 

A guest lecturer at the National Police College and regional training centers, he specializes in criminal investigation, ethics, crime mapping, and drug education. His recognitions include numerous PNP service medals (1985–2016), the PCCR Graduate School Leadership Award (2015), and the 2023 Outstanding Criminology Professional award from several leading criminology organizations.

Dr. Leovigildo Lito D. Mallillin – Head of Research, Accreditation, and Publication

Sir Leovi is an educator, researcher, and academic leader with over 30 years of experience in both local and international academic institutions. A cum laude graduate and holder of a Ph.D. in Development Education, Dr. Mallillin is a seasoned professor and international research consultant whose work spans English, research, and education methodology. His impressive academic portfolio includes teaching roles at top Philippine universities and institutions abroad, as well as numerous publications, peer-review work, and speaking engagements in global conferences. We are excited for the knowledge, innovation, and scholarly leadership he brings to our community.

 

Ms. Daisy T. Binuya – Registrar

Ma’am Daisy has over two decades of solid experience in academic administration. With a strong background in registrar operations, IT systems, and educational management, she has served in key roles at institutions such as De La Salle University, FEU Cavite, and the National Teachers College. A Civil Engineering graduate, her dedication to process efficiency and student service will surely enhance our operational excellence.

 

Ms. Jenny M. Palarca – Head of Marketing

Ms. Jenny is an experienced and driven marketing professional with over a decade of expertise in strategy development, brand communications, and customer engagement across the retail, healthcare, and publishing industries. A graduate of Mass Communication, she brings a strong passion for building community connections, elevating brand presence, and aligning communication strategies with customer goals. 

 

As PCCR continues to grow and innovate, these new leaders are set to play key roles in achieving its vision of being a center of excellence in criminology and criminal justice.
