Our History
February 14: The Plaridel Educational Institution was established by Supreme Court Justice Felix Angelo Bautista (JFAB), offering a Bachelor’s degree program in Criminology, at 641 Sales Street, Sta. Cruz, Manila.
The institution’s name was changed to the Philippine College of Criminology (PCCR).
June 12: PCCR started offering the Master’s degree program in Criminology
Dr. Eduardo J. Bautista (EJB) was installed as the second president of PCCR.
April 20: PCCR started offering the Doctorate degree program in Criminology.
The EJB Building was inaugurated at 650 Sales Street, Sta. Cruz, Manila
Dr. Gregory Alan F. Bautista was installed as the third president of PCCR.
Dr. Ma. Cecilia Bautista Lim was installed as the fourth president of PCCR.
June: The PCCR Graduate School attains its ISO 9001:2015 certification.
September: The Bachelor of Science in Criminology program attains its Level 1 Accredited Status from the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA).
September: The Bachelor of Science in Criminology program was promoted to the Level 2 Reaccredited Status from the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA).
December 8: Mr. Rodolfo Valentino F. Bautista was installed as the fifth president of PCCR.
July 1: Ms. Ma. Angelica Lei G. Bautista was installed as the sixth president of PCCR.
May: The Bachelor of Forensic Science and Bachelor of Science in Industrial Security Management courses were opened.
July: PCCR Learning Institute (PLI) was founded. PLI offers public training, micro-credentials, and certification programs in criminology, law enforcement, public safety, cybersecurity, and related fields.
August 1: PCCR received its institution-wide ISO 9001:2015 certification.

This is a momentous occasion, and I am deeply honored to stand before you today.
Since our founding in 1954 by Justice Felix Angelo Bautista, PCCR has stood as a pillar of criminology education, shaping ethical and competent professionals dedicated to public service and nation-building. Our graduates have become topnotchers, law enforcers, forensic experts, and leaders who continue to make an impact in law enforcement, the judiciary, academe, and private security. Their contributions echo across communities, embodying PCCR’s legacy of excellence and service. The impact of PCCR’s legacy can be felt across the country and even beyond our borders. This is the power of transformation. This is the essence of our mission.
As we count 71 years, we must also acknowledge the rapid advancements in education, law enforcement, and criminology. The world is evolving, and so must we. Innovation is no longer an option—it is a necessity. The way we teach, the way we learn, and the way we prepare our students for the real world must continuously evolve to meet the demands of the future.
At PCCR, we have taken bold steps to integrate technology into our curriculum, enhance research and development, and forge stronger industry partnerships. Ma. Angelica Lei G. Bautista
President
Lei brings sales and management expertise in Finance, IT, and HR across the Philippines, Singapore, and the USA. Formerly PCCR’s Student Affairs Director, she holds an Organizational Communication degree from the University of the Philippines Manila and an Executive MBA from the Asian Institute of Management. She has extensive experience in leadership, strategy, and operations, driving organizational growth and development.

Rodolfo Valentino F. Bautista
President Emeritus
Dino served as PCCR’s Senior Vice President for Finance for nine years before becoming President in 2020. A dedicated PCCR leader since 1990, he holds a Business Administration degree from the University of the East. His extensive financial expertise and leadership have helped shape the institution’s stability and long-term strategic direction.

Paul Victor B. Villegas
Chairman of the Board
Paul Vic is a seasoned businessman with extensive experience in marketing and corporate sales, having built his career at PLDT. He holds a degree in Financial Management from the De La Salle University. His expertise in business strategy and sales leadership has made significant contributions to various industries, ensuring growth and sustainability in competitive markets.

Corazon B. Javier
Board Member
Chiquita is a businesswoman managing several ventures while actively engaging in civic leadership. She earned her Commerce degree from the Assumption College. She has successfully built and sustained businesses while balancing professional and community responsibilities and social development through her active involvement in various community projects.

Carl Joseph O. Bautista
Board Member
Carl is a seasoned businessman, advisor, and board member with 25 years of expertise in banking. He was Managing Director at Credit Suisse, holding key roles in Asia and the USA. He has a master’s in Management from the Northwestern University’s Kellogg School of Management, and a Management Engineering degree from the Ateneo de Manila University.

Ma. Elena F. Bautista
Board Member
Elena completed her studies at St. James Academy in Malabon, then Maryknoll (now Miriam) College for high school. She earned a Business degree from St. Theresa’s College in Quezon City and attended a finishing school in Magallanes, Makati City. Her education and experiences have shaped her business acumen and professional endeavors in various fields.

Cristina Isabelle P. Alejandro
Board Member
Criselle worked in the government and fashion industry before joining Balibago Waterworks, a leading utility company. Rising to Senior Vice President, she oversees operations and strategic growth where she has applied her expertise in leadership, corporate communication, and management. She completed her Communication degree at the Ateneo de Manila University.

Jean-Paul B. Lim
Board Member
Jappy has worked with environmental, climate change, and marine conservation groups before leading PCCR’s Purchasing and Procurement Department in 2016. He holds a Zoology degree from the University of the Philippines Los Baños. As head of PCCR’s Corporate Social Responsibility arm, his sustainability and resource management expertise shapes PCCR’s environmental advocacy strategies.
